Is there a way of "scrubbing" the humidity out of a two pipe chiller system; the humididy that blows in is about 75%

If you are trying to lower the humidity in the space it may require reheating the air. The humidity off the cooling coil will be close to 100% so you have to mix the air or reheat to lower the humidity. If you can check it on a Psychrometric chart you can see what is required to acheive a given condition.
What was the temperature of the air at 75% RH ? Is this a CV or VAV system?

Scrubbing as in a desiccant wheel? Depending on your application there are several commercial dehumidifiers on the marker for industrial use.

What are the drybulb and wetbulb temps of the entering and leaving air? What are the entering and leaving water temps?
