I have a reach-in freezer that I changed the compressor in ,since then the suction line keeps frosting up. I'm using 404 freon, sight glass clear. coil is clean

Frost on the suction line could be perfectly normal, depending on the application. If you are dealing with a residential AC unit, yes, this might idicate that you have a problem. On the other hand if you're dealing with an ice cream box, some frost on the suction line is perfectly normal. Note: Add some armaflex during next visit.

Sounds like a bit of overcharge. How was the new refrigerant charge measured (weighed in or other)?

What is the metering device and how much superheat are you running ?

Frost means the line is below freezing and nothing else. What temp is the reach in? If its running around 35 and the evaporator approach is 10 that means the refrigerant is running 25, if the system is running anything below 7f superheat , the line is below freezing. If the metering device is for anything other then the refrigerant your using it's either overfeeding or overcharged or over-capacity...
