If you only have 1 noisy compressor consider yourself lucky. Those air cooled compressors are noted for their noise levels. You mentioned two units side by side. What is the loading on the noisy compressor? They are at their worst when running at minimum load. Try to put more load on it to see if it helps. If so, and you have a lead/lag capability, try putting the noisy one in the lead to keep it loaded.
You can also check the refrigerant level and condender pressures to insure good mass flows. If the noise is motor generated, and the customer is unhappy, you may have to look to some sound atenuation (or sound blanket). Have you pulled an oil sample for analysis(I mean metal not acid)? Also check for amperage and voltage imbalance.
All refrigerants are safe - All refrigerant are dangerous. The difference is YOU !!!
