I've always cut them straight across, (perpendicular for you harvard types) and have generally acheived the desired results.
I take a pair of wire strippers and with one of the wire stripping ports just slightly smaller than the diameter of the cap tube I want to cut I use it to score the cap tube enough so that when I bend the tube it snaps in two.
Clear as Mud?
This usually makes for a nice clean cut with a full bore opening on your cap tube. if not, it's easy enough to clean up with your pocket knife or an awl pic.

I not exactly sure what you are asking. I was taught to take a file, with the edge of the file work my way around the line cutting in well but not penetrating it. Then with a quick snap of your wrist the capillary will break clean with no restriction.
