I have a walk in cooler(20'W x 30'H x 7'H) installed in a high celling(18' high) warehouse, the air cooled condenser is install on roof top, the cooler can't work very well in winter. Is it possible to move the condenser into the warehouse, maybe on the top of the the cooler? Is there any building code to consider?

You can also add ductwork to the discharge side of the condensing coil and run the duct to exhaust to the outside. But this will leave you with some service issues like cleaning the coil and replacing the condensor fan motor when that time comes.

Forgot to add this. The manufacturer of unit can size the proper parts. If you move indoor what about the other seasons?

What you need to do is install a head pressure regulating control. This will shut off outdoor motor to keep pressure up and in extreme cases bypass condensor coil.
