you can install a thermostat sensor in the conditioned space and keep the actual 'master' thermostat in a locked room. any supply house that deals with commercial AC systems have these thermostats on the shelf.

one of the accounts I service have "baysys" thermostats. not sure which model #, but these are password protected

If practical you may want to consider moving them to a locked room and using remote sensors at the controlled spaces. Another option is lock boxes over the thermostats. You may also want to check out White Rodgers web site and see what they have for lockout on their line of thermostats. I have used them before with the keypad lockout feature enabled and it isn't very easy to figure out how to unlock it.
