A customer of mine has a 10 ton heat pump that isnt cooling. After checking it out, filter and coils are clean, blower wheel is slightly dirty, but the veins of the blower wheel are still curved, blower running at proper speed, @ 50PSI suction, @34 degree suction line temp, high head pressure @ 275PSI after adding excess R-22, about 90 degrees outside. That is about all I can remember without pulling the paperwork. Does that sound like a TXV problem, or air flow?
We can fix anything as long as we can get the parts. Poor planning on your part doesn't constitute an emergency on my part.

Go for the easy things first;
Airflow - How do know the fan is running up to speed? (amperage, tach, mark1 eyeball). What is the delt T on the evap coil? Could there be fire/smoke dampers in the system that are closed.
What is excess refrigerant? Did you add refrigerant or overcharge the unit?
What is the compressor amps vs RLA? Scroll or recip?
After you are SURE you have good airflow then look at refrig charge, line restrictions (filter/drier). Any history of leaks that could have resulted in air getting into the system? A bad TXV is possible but they are pretty dependable for good length of time.
