Can some one tell me how to properly pressure test a new gas line to a new gas pack to pass city inspection.Our code is 15psi for at least 15 mins. but will I have to disconnect the line before the unit and cap it or will it be ok?

All pressure testing should be done being connected to appliance(s). Doing so without disconnecting can blow the diaphram in gas valves. Capping line before gas valve and gas shut off will be fine for your test.
