can condensate occur in a common barrel for a dual circuit water chiller if on circuit is operating with 45 degree water and the other circuit is being evacuated

I think you are asking if you can get condensation in one side of a dual circuit chiller barrel while it is being evacuated and the other side is operating at 45 degrees!

Lets think this out -

What is the purpose of evacuation? (air and moisture)
If no air or moisture, what will condense?
How do you know if the system is dry?
How are you going to know if condensation is taking place inside the unit?

You should still be able to evacuate the unit but it will take longer because you have to pull a deeper vacuum to start the moisture removal. But once removed, there is no condensing.
