what is a way to figure out if a potential or current relay is bad. I ohmed out thw windings - OK, check start and run capacitors - OK but I am not sure hoe to tell if the relay is the problem other than potential relay has a normally closed contact and the current relay has a normally open. All helps apprieciated !!
In the Trade for a long long time ! Things a bit different than before ! Refrigeration still doesn't have a "d" in it does it ?

Get a hard start relay for your compressor. Bypass the wiring and install it. Compressor is probably seized.
30+ years in the HVAC/R trade. Started when equipment was repaired not replaced. Still feel the same way.

I usually use jumper wires across low voltage on relay and check with meter on ohms to see if continuity is on the ones that are supposed to be normally open they should be closed with voltage and normally closed should read open.

Measure performance. If the start cap reads within range but you have high starting amperage this would point toward your start relay.
"Tip of the Day" Remember to remove power first.
