There isn't a relationship between the. They have nothing to do with on and the other. It is a measurement between the condenser leaving water temp and saturated liquid refrigerant temp. Also, chill water leaving temp and saturated suction refrigerant temp. Usually a narrow difference is wanted. A wide band is an indicator that there is a problem with the water or refrigerant circuit, much like subcooling and superheat.
