Just make sure there is 240 between run and common and start and common. I asume it's drawing locked rotor amps?

Xenos, I am a novice. How do I find out if it is locked rotor amps? What can I do if it is? I am going to check the voltages between run-common, start-common I think it probably will be same as the line in 200v.

Yes did use a manifold low and hi pressure are normal....The compressor tries to kick over but shuts off after the attempt.
