The refrigerant line leading into the furnace keeps freezing over and air no longer circulates throughout the house. The fan on the furnace continues to run as does the air conditioner outside. If the system is shut down, which melts the iced over line, when restarted the a/c will work for awhile but then freeze up again within a short period of time. Is this a freon problem or somehting else? Note that the filter has been replaced so it does not appear to be a problem with that.

My first best guess would be an airflow problem, check all vents and grills. Are they closed or covered up by furniture? Check indoor coil cleanliness also. If no airflow problems, probably low on charge. This gives you 2 options. Spend a lot of time and money to become certified to handle refrigerants, or call a pro to come out and diagnose the problem, usually around a hundred bucks

It's either refrigerant or insufficient air flow.

Is "low on charge" and "Freon level low" the same thing?

Only in the sense that my car is "out of gas" and "my fuel guage says empty" are kinda the same thing.
