My rental house has a Carrier AC/Heating system (outside unit: SN 3502E05074, Model 38BYC060330, and Inside unit: SN 3002A57582, Model: FA4ANF060) which controls both first and second floor with thermostat at each floor. It seems a system with Heat Pump. Since it is cold recently in Dallas, both thermostats are switch to Heat position. The tenant said if the lower thermostat is set to 70 degree, the temperature at second floor can reach 78 degree or higher if the heater started sending heat. It seems cannot stop heating by itself. If manualy turn if off, then on. It may not start heating even the temperatur drop to 50 degree. The electricity bill was over $400 last month.

I called several AC guys. One said it is the thermostat, the other said it may be the damper(?), and another one said it is the heat pump outside. What could be the problem?

It is very sad that you have had 3 guys look at this thing and still no solution. The likely hood of someone diagnosing your problem while staring at this message and not your system is slim to none. Correct answers only come after correct questions. You need to find a knowledgeable service tech. Find someone who will not charge you unless they fix the problem. Most reputable companies that stand 100% behind their work are more expensive but (usually) you get what you pay for.
