I have a Waterfurnace Envision Split (ES 038) installed on an open loop with an entering water temp of about 47F.

I'm seeing a potential problem as I noticed that when the temperature drops below -20C(-4F) outside, the ES has a hard time keeping the set 22C(72F) in the home. HOWEVER, the fact that my hot water assist isn't running yet tells me I would have to switch it to off when the temp outside drops below -10 as an example. I'ld like to bypass this switch and have an outdoor thermostat(coolstat or refrigeration control) that would turn off the hot water assist when the outside temp would drop below -10C outside. The idea is to dedicate 100% of the energy to the air handler. Any ideas?

*** I did find this control at a local store for 40$. Its only graded to 0C(30F). I tried it out for fun outside and waited to see when it would light up a buzzer when the temp was dropping. I turned the dial passed the 0C(30F) to the end of the dial. It tripped at -9C(16F).
