When the heat pump is operating, should the fan be going on the outside unit? I can hear the outside unit motor running, but the fan is not turning and there is a lot of ice building up the unit itself. Thanks in advance.

Yes your fan shold be running. The only other times it should not is in the defrost cycle and when the unit is turned off (duh). You either have a stuck defrost control board, unit is in defrost, or the motor is bad. In the defrost mode the elctric aux heat will energize to offset the defrost cycle (AC Mode). Is the home staying comfortable, if so it may be in defrost, either by design or fault. System could also be low on charge. Check the other things first.
