my new heat pump (outside unit) make a vibrating noise when it is running. installer says this is normal. it can be heard inside with windows closed.is this normal?

No. That's not normal. Have them come back and correct it. It could be that the unit is not level or an out of balance fan blade. Hard to say without being there. My crystal ball is broke.
