Could be many things. Is that NG or LP? You need to check the entire venting system for blockages, clean furnace condensate trap, make sure all pressure tubes are intact and free of water or debris. Also check gas pressures in and out. It is also possible the secondary heat exchanger could be sooty even though it shouldn't be. May even be a hole in the heat exchanger.
