I live in Michigan and the winters sometimes are cold. A contractor recommended installing a heat pump to offset some of my high heating cost with propane. Will a heat pump work effiently in Michigan?

Yes, it will work efficiently anywhere, anytime... from an energy consumption standpoint.
But it will do better to heat your home on a 40° day than on a 20° day. Below that it will probably nedd to switch to back-up.
But think of all those 40° days in the spring and fall that you wouldn't have to be burning the LP for heat. As long as the cold isn't too brutal, it wouldn't be a bad deal.
