That thermostat is non-programable, try changing the batteries. If that doesn't work, stat may need to be replaced if pushing the down button doesn't reduce the temp on it.

He is not the owner of the stat or the guy that pays the bill. He just wants it colder. The owner would be forced to buy an ugly, expensive lock box for 30 days of increased comfort.
