Came home the central fan was on but not cooling. Outside unit (Rheem Classic X) was off. Went to the breaker in the house, it was off. Flipped the breaker on but it went off within seconds, Flipped it back on and it stayed but when I went out side the fan in the unit was slowly turning. Any help? I turned the breaker back off.

Probably your dual capacitor. It should not be even slightly swollen on top.
