I came home from work today and found that the indoor temp had climbed to a "cozy" 85 degrees. Today was definitely a design day, 98 degrees. The indoor fan is running continuously so its still receiving a call for cooling from the stat. The outdoor unit was completely off. The breaker in my main panel had tripped. Upon resetting it the condenser hummed but never kicked on (neither the fan nor the compressor). Any thoughts? I can think of 2 potential issues:
1. Low refrigerant charge causing the compressor to trip on high head pressure. But would this trip the breaker in the house panel? I'm not sure. 2. Dead compressor which means I'd probably need a complete replacement.

Being low charge will not cause the unit to just hum and then trip off the breaker. Chances are that you have wire burned into or the run capacitor is blown, since the fan motor does not work either.

It was the start capacitor. Good call. All is well again...we're holding a comfortable 76F.
