The filter/drier should be replaced any time the refrigerant lines are open to the atmosphere (evaporator, compressor, metering device, condenser replacement) or when they rust though and leak refrigerant.
If you see one side of the filter drier cold and condensating while the unit is running, and the living space is hot, you might also want to replace the filter/drier. (very rare)
