can someone help me I'm try to buy a 4 tons used compresor the lines are taped how can I tested to see if works before buy it

Don't bother, a 4 ton compressor is not expensive. You can check motor winding but you can not check for a locked rotor. You have no idea if there is acid or water in the compressor.

Do the following test.
1/ Make sure you have resistance between C, S, & R winding.
2/ Perform megohm test.
3/ Make sure the windings are not grounded to the compressor shell.
Note: Just because the electrical integrity check good does not mean the valves or internal pressure relief valve are any good or weak. Remember, it's used for a reason.
