Just installed a new 14 Seer Goodman heat pump with variable speed air handler. Everything works great except I have one supply vent in a room that pulsates. It is an 8' run of flex coming directly off of the supply plenum and the flex is fully extended. It sound like the air flow is rapidly starting and stopping. Thank you for your help.

It could be a turbulence issue if the 8" vent is coming directly off the plenum. I would move the vent to the trunk, no less than 12" from the trunk take-off. If you use a directional take-off be sure it is following the flow of air.
