My 96.6 eff forced air gas furnace blower starts sounds like it is tuning slow then kick off in a few minutes will repeat. I have tried it on fan and in cool modes

Sounds like you have either lost a phase of power, or have a bad capacitor. With the power "OFF" check if the blower wheel spins freely. Check the high voltage fuses ( should be two ) if they are good; then change out the capacitor. Easy to do, and nickle and dime parts.
