I'm willing to bet the A/C doesn't have a start capacitor. If you have a clamp-on ammeter, attach the meter to the common leg of power, usually black wire to the compressor, and comming from the contactor. Read the amp draw at start-up, and compare the reading to the unit data plate. You are measuring LRA; lock rotor amps, the ammount of current the compressor pulls when the compressor is locked up, and must be replaced. If you don't have a meter, then call a service company.
