when the heat or air is on there is very low output of air but blower is running good what might be the problem

Have you checked your filters? If you have - and they're clean - then it's possible you have a blocked coil. If that's the case you'll need to clean the coil with a good evaporator cleaner. It could also be a return-air sizing problem. Or a multi-speed motor that needs to be sped up. lol Not a lot of help, I suppose...

Most units a multiple speed motor. If your not having any problems with your heating or cooling then I would say its part of the design. If you are having problems then there might be a function in your t-stat to control motor speed. Otherwise your going to have to read your wiring diagram.
