when I design the defrost system for my 3 ton, do I need to make sure the system shuts down air flow within the house during the defrost process? Or does the defrost relay take care of that?

Most people would buy a heat pump; which comes with all the defrost circuitry and hardware installed. If for some crazy reason you are trying to convert an A/C to a Heat pump, don't bother.
