We have a Rheem Classic model #RPKA 048JAS with RBHC 21J 11S. Can you tell me what the capacity and seer rating for this system is.

RPKA 048JAS = 4 ton capacity, 48,000 btu / 12,000 btu per ton = 4 ton.
RBHC 21J 11S looks like a blower assembly, Probably need serial number for better information.
