my upstairs vents have little heat or air coming through them it is not enough to heat or cool of any rooms, what can my problem be? I have changed the air filter but same result.

Have you checked to see if the dampers at the main duct "take-offs" to these rooms are fully open ?
Also, do you have any return air intake in these rooms
