I tried to understand the EPA web site, but I need laymens terms. What are the rules where residential apartment systems apply when a substancial leak is present? Also, do freon usage logs still need to be kept for each can of R22? If so, where can I get a copy of the form? I am re-educating myself, and trying to make property manager understand any relucknances I may have for charging systems that are leaking continuosly. Thanks in advance for info.

Clean Air Act, 1990, Sect. 608
I'm assuming that this is all under 50lb capacity, and not commerical/industrial use.
1) Make certain that you are EPA certified.
2) Keep a log of all refrigerant Addad, Reclaimed, Recovered, and Lost.
3) Residential do not need to repair leaks, but must be informed of leak.
It doesn't make sense to continually add refrigerant to a leaking system. You will eventually spend more money on refrigerant than fixing the leak.
Also, get Section 608 book, make certain you are within code. Because I could be wrong.
