whats the best way to wire this setup, i was thinking of using a relay and fan timer for the heat side, and then just wiring the ac accordingly. I have had two companys hear and cant figure it out they either can get heat only or ac only not both so instead of paying even more money for a hack to show up i just want to try and get it done

Exactly what are you trying to do? As I understand it you have 2 stages of cooling and one stage H/W heat right? What is the configuration of the hot water system? Is it a simple zone valve, or a 3-way mixing valve? What is controlling the boiler? is the boiler being used for anything else? Are you trying to switch a pump as well?
It is difficult to help you wire a system with so little information to go on!
