heat pump keeps running and freezing up changed fan speed to high and replaced t-stat no success dont know what can be causing this problem please help

Remove power to the indoor unit to eliminate a low voltage short as your problem. If the outdoor unit runs with no power to the indoor unit you probably have a bad contactor.
If the outdoor unit turns off when power is removed to the indoor unit, you probably have a low voltage short. (r you wired the new stat incorrectly)
