I have an electric heater and replaced the mechanical thermostat with a Honeywell Chronotherm IV Plus. The problem is now my heater cycle too much. Sometimes only 2-3 minutes pass before it kicks on again. This was not a problem with the mechanical thermostat. Could I have it wired wrong (first timer), or is it just a bad unit?

When dealing with Honeywell Thermostats, it would be helpful if you listed the whole model number so the appropriate literature can be found.

As you have replaced an existing thermostat that functioned properly, I will assume (danger) that the thermostat is not being blown on by a vent.

That being said, you will have to read the manual and put the thermostat into the "Installer's Mode".

Once innto the installerr's mode, on most models you press the [TIME ▲] button 4 times to get to the "heating cycle rate".

Your options here are 1, 3, 6(default), or 9.

If it is switched to 9, set it to 6.
If it is switched to 6, set it to 3.

The only problem you might have as a result of this change it temperature over-shoot (set at 72, turns on at 71 but doesn't shutoff until 73). If this occurs, simply reverse the change made above back to its original setting and trust the thermostat to know what it is doing.

I installed the unit last year, and can't locate the full manual, only the "quick quide". I do remember how to put it into "Install mode" but do not know the codes once it is in that mode. The first code is 10.

I looked on the unit,but found nothing that said model number. Here is what I found in the panel:
ct8602c5556 0349
and 3220745-055 0349
and 32001057001
and 69-1643EF

I did notice that the blue wire is connected to Y,but I'm not sure if that is normal.

Also, the unit is not being blown on, but it is almost directly under a ceiling intake, and at the base of a stairway, and a few feet from a 14ft ceiling. I was wondering if the heat is going up the stairway (closed off at the top), or up the 14ft entryway ceiling, but that was just a thought.

Please let me know if any of those numbers help.
