I am on my last resort. I was going to replace my circuit board number ST9103A1028, but saw a previous posting about the same issue and replacing the circuit board replacement did not work. There was a recommendation to check the fan chamber. Can someone please help me?

depending on the brand of oil furnace you have...
there is also a black fan switch on the right wall that turns it on and off. It would be a small toggle switch.
check that before changing parts.
