The compressor is getting 24 VAC. I'm thinking it's the run capacitor. How do I know it's bad?

I meant the compressor relay is getting the 24VAC. This mornign I found out it's the relay. If I press it in with my finger it goes. Thanks for the help anyway.

Your system may be off on a safety, as there 24 vac on Y and C if there is look at the safetys.

brother the compressor doesn't run with 24 volts if you meant to say 240 and it doesn't run i could be locked
to find out if the capacitor is bad,get the uf rating of the existing capacitor get a meter that will read "uf's"and it can be 10% (+)or(-)if is not with in the limits replace it if it is
get a hard start kit(potential relay and start capacitor)
