I have a 10 year old Rheem 4 Ton XL "scroll" condenser. The 5 ton coil was replaced 3 years ago. The Condenser and air filters are clean. An AC tech said the condenser is drawing proper amps and the charge is good. The unit runs great for most of the day. Usually around dusk the contactor "clacks" a couple times and the condenser continues to run but is not cooling. Eventually the unit shuts down and will restart after maybe 30 minuites or so. Replacing the time delay and contactor didn't help. Any suggestions on a fix?

Sure sounds like a wiring problem, Look for a bad conection.

you don't have enough info
need to kown the low pressure,head pressure,suction line temperature,liquid line temperature,indoor temperature,and out door temperature at the time of the service call.
