I have a very old (circa 1990) York 2 ton heat pump that has iced up on the suction line on occasion for years and i have been told 2 times when the service tech came that I have a slow leak (he did not do a leak detect). The last time I shut down the system to thaw out the lines and then restarted the system, I get no cold air, just room temp, blowing through the vents.
Does this sound like low or no r22 in the system or possibly a thermistor gone bad?

A thermister would not have anything to do with this problem. Have leak search performed.

I had a tech come by yesterday and he put a volt meter on the lines leading out of the condenser and informed me that 2 of the 4 wires have no power and that the system is in effect, dead. Is there any repair or is he right?

Was the key in the disconnect? If it was out then you would only have voltage on the line terminal and not the load terminals. Or this person does not know which terminals to measure.
