is it normal for air conditioning to run all day and house not get any cooler than 76 degrees on a98 degree day

Yes and No. Have you had it properly maintained. Freon level needs checking, condensor coil needs washing, evaporator coil and filters need to be clean. Get a pro to do it. Will save you energy, electricity $$.

Unit is in attic took supply and return reading at unit 51 degree supply 76 return

yes unit is brand new freon is right 50 degree supply and 70 degree return atic is extremely hot though 130 degrees

A 20 degree split/difference is maximum so it sounds okay. Get some attic ventilation fans installed. Make sure the ducts up there are properly sealed and insulated. If it is sucking excessively hot attic air in then it will be overloaded. High humidity will also cause it to work harder.

A temperature split like that (25 degrees) suggests that there is not enough airflow through the ductwork.
A static pressure reading would confirm or reject this.
If it is indeed moving enough air, then the system is doing all it can do, and you should've went a half ton larger if you wanted it to be 70 degrees inside on a 100 degree day.

it has a 5 ton goodman heatpump on 2150 square feet

Yes, a 25 degree split would indicate low air flow. Have dealer verify fan speed and static pressure.
