I have a Goodman AEPT 5-ton VS air handler with factory TXV. The outside unit (water-cooled, made by a company in Austin) has a Bristol TS two-speed compressor. The system works fine on high speed with a clear sight glass and great cooling/airflow, but on low speed, I see bubbles in the sight glass and the dehumidification isn't as good. I want to lower the low speed airflow without affecting the high speed airflow. One thing I thought of is wiring the "dehumidify" mode only on low speed which would drop the airflow 15% but is there a better way to do this? Thanks for any help you could give.

Is this a heat pump application? Have you verified that your Y1 terminal is in use? This diagram from Alpine Home Products of your air handler does not use Y/1, but it clearly shows your terminals.

Thanks, great diagram. The system can be run as a heat pump but is running straight cool for now until it can be debugged.
Yes, Y1 is working and sets low fan speed. The stat is a Totaline 1400. I think part of the problem is that the Goodman handler sets Y1 speed to be 60% of the Y/Y2 airflow (which is DIP swich programmed) and the capacity split on the condenser/compressor is something like 2 tons low, about 5 tons on high (at least from the Bristol compressor table.) York doesn't have any problem with the Stealth unit (having the same compressor) with the TXV throttling down to two tons from five, so maybe we have a TXV problem? Will be getting pressure/temp readings high side and low side as soon as I can get the local installer to come out and not give me a hard time because they didn't install the condenser (but did install the rest of the system). In the meantime, does any of this sound like the local company damaged the TXV when they installed it, or anything like that?
