The unit does not have a diagnostic light. The power was reset to the unit. The unit will not response to a heat nor will it reponse to a A/C demand. When the unit is switch on, and to the heat or A/C position you cannot hear any part the unit running. What do you think?

Most furnaces will have a power switch next to them for servicing. I've had cable guy's or other repairmen turn this off thinking it was a light switch.
Measure for power at L1 and L2. If 120VAC is present, measure for 24VAC at R and C.
Is the door switch fully depressed? jumper R(power) to G(fan) to prove your problem isn't your stat.
"Tip of the Day" Remember to remove power first.

Would this switch control the furnace in the house and the A/C unit outside the house?

No just the furnace. Looks like a light switch. If you cannot find it reset by taking bottom door off.
