hello again fellow techs , Its almost time for everyone to start using the ACs here in chicago . My question to the more experienced techs , What do you do when you notice the system has alot of oil coming out when you pull your gauges off the unit? ( the oil is almost foamy) is that normal or do you recommend to reclaim? and my last question is Is it normal to hear the refrigerant cycle through the lines near the A coil?

I'd look the other way and never look back. But sreiously, oil is normal. However you should use hoses w/ ball valves or low loss fittings so you can put all that liquid from hi side back into system thru the low side. (After purging out the air of course). Then all that will come out is a little fart.

Simple. If it runs, then oil level is perfect. If it doesn't run, then you need a new one.
