I have a Trane heat pump (mfg. 2004). The outside unit doesn't turn on with the heat or cooling temps set to extremes. The indoor motor and electric heater backup work fine. In short, air flows through the house, but not from the outside unit.

I have checked the circuit breaker in the basement and the maintenance disconnect at the outside unit. Both seem fine.

Any ideas?

** PROBLEM SOLVED **
Found that a mouse chewed through outside wiring. Replaced wires. Running cool. Thanks anyways.

Bad capacitor.
Does the condenser fan motor spin when your stat has a cooling demand ?
Does it spin when demand is removed ?

Do you see any ants around the unit?

Do you own a meter?

Other possibilities include
pressure switch, contactor, defrost timer, float switch inside, cut control wire, breaker (most people struggle identifying a tripped breaker).

"Tip of the Day" Remember to remove power first.

I can't count the number of times I got calls where the homeowner says the breakers were not tripped, but they were.
