Strange problem...
I have a Rheem Classic IX Heat Pump

1. Thermostat on cool/auto. Heat pump compressor runs properly. Heat pump fan runs... but to slowly to be effective.

2. Thermostat off. Heat pump compressor off and fan off. Engage contactor and compressor turns on (runs properly)and fan runs properly.

I've never run into this odd behaviour and everything seems to test good but something's obviously not. Any help would be greatly appreciated.

Spin the fan and see if it spins freely. If it does (good motor bearings), examine the capacitor. Any bulges or physical deformities? Slow fan (but good fan motor) may be a sign of a sick capacitor. It's a ~15 us$ item... easy to do yourself. Be sure you mark all wires and get an exact replacement capacitor.

I have replaced the 25/3 µfd 370 Volt Dual Oval Run Capacitor with no change in the fans behaviour. I do have a meter and will check the fan motor

I would use the meter to make sure you are getting the full 24 volts at the contactor when calling for cool.
