If I wanted to slow down the blower speed on a swamp cooler how would i do it ? change the pulley size bigger on the motor ? There would not be a simple way like changing the color for wires to a different location on the motor.

You can decrease the size of the pulley on the motor or increase the pulley on the blower wheel shaft for a major decrease of airflow.

You can also try opening the variable pitch pulley on the motor if you have something like the Browning 1VL44-5/8. This will not decrease airflow as much as replacing the pulley arrangement though.
