I have had a problem with a 2 yr. old Trane XL12 (rooftop packaged unit) since it was installed. Every tech I've had out here says the unit checks out fine.
Problem : In the summer (Phoenix,AZ) when the temperatures top 100F, the unit runs for about 45 - 50 min. every hour, just to keep the inside temp at 80F. The unit is a 3.5 ton on a single story 1600 sq. ft. house. The 18 yr. old Carrier unit that I had before never had this problem. The air coming out of the vents is cold enough (as verified by the techs), but there doesn't seem to be enough volume to keep the house cool without running constantly.
Suspicion : When the unit was first installed, the installer turned it on and it was running backwards. Cold air was flowing out of the intake, and air was being sucked into the registers in each room. The tech was baffled. His solution was to swap the intake and the output ducts in the attic. He assured me that it would run fine this way. When I related this to a tech that was checking out the system last year, he also said it should run fine this way.
Recently I related this problem to a friend of a friend that engineers commercial HVAC systems and he said that the techs were wrong. It's his opinion that the unit was designed to flow in one direction and that the circulation system would not work efficiently running backwards.
I guess my question is : Who is right? The system definitely puts out cool air, but doesn't seem to efficiently cool down the house without running constantly. I'm getting ready to call the installing company again for a summer checkout and I'd really like to get this fixed before this summer.

A static pressure measurement would help determine if you now have a duct restriction.
A measurement of the temperature drop between your supply and return air grill would help determine if you have a broken return air duct.
