Little to no air moving out ducts, even though the fan is running. Any ideas?

Dirty filter, or blower wheel. Blocked or broken ducts

The filter was dirty, but I replaced it. I had noticed that some of the insulation that lines the blower area had come loose from the metal walls and was pressing against the fan. I removed the insulation, but to no positive effect. The strange thing, at least to me, is that though the fan is spinning, there doesn't seem to be suction up through into the chambers. Rather, it feels like there is blowback, as if something is keeping the air from flowing up and onward. My ducts are fine. A thought was that perhaps the AC coils/fins got clogged from debris from the loose insulation and is now blocking air flow. If so, I am sadly dissapointed that the MFR created a design such as this. I have an appt with an HVAC specialist to resolve the issue. Thanks for your input.
