i just replaced my condeser fan motor with a universal motor and cap.. the new motor was screeching loudly. hvac man came out out and replaced it with another brand for free and he wired it.this new motor is screeching, not nearly as loud but noticed it does it more during start up. fan blades are not rubbing anywhere. can it be a bad capacitor ?? the noise sometimes will last an hour and go away.motor is not getting hot

Double check the new motor's rpm, direction of rotation, horsepower and shaft daimeter. Are all these identical to the old motor? Is the fan blade on correctly and tightly and not bent or damaged in any way? I doubt it's the new capacitor. If it were the motor might run hot.
Pull the disconnect. Spin the fan without any power. Any strange noise?

It's a longshot, but, I have seen the shaft of a universal motor rub the compressor before. It may need to be shortened.
"Tip of the Day" Remember to remove power first.
