this unit appears to have a low voltage problem but i checked the low voltage and it's fine so i go and push the contactor in and the compressor comes on then i checked the contactor its ok i checked the voltage at the low voltage wires and there is 24 volts at the a/c unit and at the furnace.i notice there is this round plastic thing with wires going to it i touched it and it felt hot also has 120 volts going to it i was wondering what that thing is for. can that be the problem?

If you have 24v between Y and C at outdoor unit, but no 24v to contactor then I would suspect a low pressure switch open due to a low charge/leak.
